Ottawa Landlord Failed by City

In a disturbing twist of events, an Ottawa landlord has been failed by his own city. Trying to do the right thing, an Ottawa duplex owner rented out a unit to a homeless man through a city-run program which matches private landlords with people who need a place to live.
